Ashlesh Gawande 30d96e4875 Do not compile ChronoSync support by default 
ChronoSync dependency is now made optional
and is kept for testing purposes only.

Also change sig-type to ecdsa-sha256 in nlsr.conf
as ndn-cxx now has strict checking for it.

Alexander Afanasyev 96ebd9b7c3 Rename VERSION to VERSION.info to avoid conflicts with modern STL 
On case-insensitive file systems (e.g., macOS), inclusion of the new
standard <version> header resulted in unexpected inclusion of VERSION
file.

Ashlesh Gawande 0db4d4d8fc **breaking** consolidate src/tlv/*lsa* into src/lsa/*lsa* 
Lsa de/serialize functions are replaced by wireEncode/Decode.
Update LSA wire formats. Change TLV assignments as required.
Update nlsrc to print using new encoding.

Send Hello Interest after route to neighbor is successfully registered
--> First Hello interval is eliminated
--> After Hello Nack, wait exponentially before processing it as a timeout
Register sync route for each neighbor after its Hello Data is validated
