Davide Pesavento b21bed88ed fw: fix and simplify enumeration logic in Forwarder::onNewNextHop() 
Also remove Strategy::enableNewNextHopTrigger(). Strategies can already
opt-in by overriding afterNewNextHop(), there is no need for a separate
enablement flag.

Alexander Afanasyev 34b2b57831 Rename VERSION to VERSION.info to avoid conflicts with modern STL 
On case-insensitive file systems (e.g., macOS), inclusion of the new
standard <version> header resulted in unexpected inclusion of VERSION
file.

Eric Newberry 4995bf960d tools: erase all requested entries from CS in nfdc 
This change modifies the behavior of nfdc cs
erase to erase up to the requested count of CS
entries, instead of requiring the user to
continually rerun the command to reach the
desired count of erases.

* Drop all versions of gcc < 7 and clang < 5
 * Add clang 11 (development branch)
 * Reenable ASan on Linux with clang 7, the upstream bug has been fixed
 * Drop Xcode 9.2 (macOS 10.12 is no longer supported)
 * Upgrade Xcode 11 to 11.3
 * Workaround issue with missing /usr/local/opt/openssl on macOS
 * Various cleanups
