Alexander Afanasyev 3de8aac22d Rename VERSION to VERSION.info to avoid conflicts with modern STL 
On case-insensitive file systems (e.g., macOS), inclusion of the new
standard <version> header resulted in unexpected inclusion of VERSION
file.

Alexander Afanasyev 8b1674ad59 build: Reviving support for precompiled headers 
This commit also includes an update of ./waf, which has several
improvements.  In particular, clang++ is now default compiler on OSX
platform.

This commit also includes reorganization of tests. All unit tests are
now under tests/unit-tests and integrated tests are under
tests/integrated.  This change allows small compilation optimization,
partially related to precompiled headers.

Alexander Afanasyev 7c6aeb0827 docs: Importing initial set of library documentation from wiki 
To build documentation, doxygen (+graphviz dot) and sphinx-build are
required.  Manpages are build and installed during `./waf build` stage
if sphinx-build is present.

Documentation can be build using the following commands:

    # Full set of documentation (tutorials + API) in build/docs
    ./waf docs

    # Only tutorials in `build/docs`
    ./waf sphinx

    # Only API docs in `build/docs/doxygen`
    ./waf doxgyen

Alexander Afanasyev fad679cc22 tests: Conditional compilation of tests (including boost-based unit tests) 
To compile tests, code needs to be configured with --with-tests option,
otherwise all tests are disabled.

Tests that are based on Boost's unit test framework are enabled only if
the framework is detected during the configure time.
