A full debug+tests build now takes 10% less time with gcc-9 and 21% less
with clang-10. Release builds (without tests) are only marginally faster
with gcc and 7% faster with clang.

Header files are now always included with their path from the
project's root directory rather than the path relative to
the includer.

Dependent applications should perform the following changes:
* all includes should be changed from <ndn-cpp-dev/...> to <ndn-cxx/...>
* documentation files/comments referring to ndn-cpp-dev should be
updated and refer to ndn-cxx
* if the app uses pkgconfig for dependency detection, 'libndn-cpp-dev'
should be replaced with 'libndn-cxx'. Example for waf users:
conf.check_cfg(package = 'libndn-cxx', args = ['--cflags', '--libs'],
uselib_store = 'NDN_CXX', mandatory = True)

There might be some bugs in the tools combined, but the purpose of this commit is to combine the tools rather than fixing bugs.

Use only C++ and boost methods (memory copying, comparison, time
operations), which are guaranteed to be present on all platforms
with C++ and boost libraries.
