Charles YaoandClaude Opus 4.8 4e3ee71c52 fix(migrations): re-parent Builder migration onto main head to remove split

After a main-merge pulled in d8e4a6b1c902 (expand_normalized_email_providers),
the Alembic graph had two heads: the Builder line (…→a9cc8d552db4) and the
email-providers migration both forked off c3f1a9b2e6d4. `flask db upgrade head`
then fails with "Multiple head revisions are present", crash-looping dify-api
on startup (the only pod that runs migrations).

Re-parent b28a1b2fbf4d (add_workflow_copilot_tables) from c3f1a9b2e6d4 to
d8e4a6b1c902 so the Builder migrations chain after main's, yielding a single
head a9cc8d552db4. Column-add is independent of the email-providers change, so
the reordering is schema-safe.
