Charles YaoandClaude Opus 5 6058af3fe5 Builder: capability_check gates on the goal, not the action ...

handle_capability_check now advances a session that already carries a goal
(fc.goal_text set at creation) on ANY turn, not only send_goal -- the
composer already carried the goal in, so requiring a further send_goal
click was a second decision-free gate. A goal-less (create-from-blank)
session still waits for send_goal to supply one; that action id stays in
_ACTIONS_FOR for exactly that case.
