Unit tests for NamePrefixList type are deduplicated. This allows
deleting countSources() method and NamePair type, which were used
sparsely in the unit tests and not needed by the rest of the codebase.

NamePrefixList type is now a sorted container. The sort() method is
deleted.
The remove() method is renamed to erase(), in accordance with ndn-cxx
code style recommendations.

Send Hello Interest after route to neighbor is successfully registered
--> First Hello interval is eliminated
--> After Hello Nack, wait exponentially before processing it as a timeout
Register sync route for each neighbor after its Hello Data is validated

Sync now emits to a signal whenever a new LSA is detected, and the LSDB
listens to this signal. Sync consults a function object gotten at ctor time
to determine LSA newness. This means Sync no longer needs a reference to
the LSDB, and LSA newness criteria can be freely manipulated.

TestLsdb/LsdbSync now iterates over all sent Interests to
check that any of them match, as opposed to checking
positionally, which cannot be guaranteed to pass.

Purpose of this commit is to replace Tokenizer in all
places except conf-file-processor.*pp with the methods
of ndn::Name. One static method in class NameHelper
is added. Tokenizer will be removed finally when
