Junxiao Shi	00dc91423e	fw: localhop scope restriction in BestRouteStrategy2 ... localhop scope rules are implemented as wouldViolateScope function; the old violatesScope function is now deprecated. Strategy::sendInterest overload without specific Interest packet is also deprecated.
